Legislative business continued in September despite the record-setting budget impasse. Policymakers introduced a whopping 5,328 bills, resolutions, and constitutional amendments that resulted in 1,835 being chaptered in the law, 556 being vetoed by the governor, with the remainder dying off through legislative procedures. CALCASA monitored close to 170 bills.
CALCASA worked closely with our state allies to push victim advocacy and service issues to the top of the policy agenda. Whether it was issues that affected victims in court, expanding victims services, reporting of child and elder abuse, or sex offender management, we are able to stand here at the end of the legislative year and proudly say that progress has been made. And here are some highlights:

  • AB 1844 also known as Chelsea’s Law was the most comprehensive sex offender management bill to be enacted since Proposition 83. It enacts reforms recommended by the Sex Offender Management Board, dramatically enhanced penalties, and protects a vital funding source for sexual assault services.
  • SB 588 eliminated the sunset date of the Sex Offender Management Board that was set to expire on January 1, 2010
  • SB 1233 eliminated the sunset date for the “Safe at Home” program that was set to expire in 2011.

However, there is always room for improvement. California policymakers missed opportunities to improve public safety and provide more services to victims. Here are some of the lowlights:

  • AB 558 & 2009 would have moved California closer to eliminating our rape kit backlog. Both bills were vetoed by the Governor.
  • SB 1147 would have mandated state officials to develop a comprehensive Master Plan for Public Safety. This plan could have provided necessary guidance to law enforcement officials regarding the importance of victim services. It died through procedural deadlines.
